This confined space competent person course is designed for the legally bound competent person within a work site: an entry supervisor. There may be one or more supervisors at a worksite, and each of them must meet the confined spaces training requirements as defined in OSHA 1910.146.

This online certification course meets the safety training requirements set forth by OSHA for the competent person entry supervisor.

Case Study: Two workers, an entrant and an attendant, were doing maintenance on a manhole with three feet of processing wastewater at the bottom. Both employees had worked in this manhole before without ever testing or monitoring the atmosphere, but never for an extended period of time. The company had a list of safety rules, but many of these were not implemented. While working, the entrant suddenly lost consciousness and fell into the wastewater. When the attendant entered the manhole to attempt rescue, he also lost consciousness. They were both found submerged in the water 45 minutes later and were pronounced dead at the scene. The coroner determined the cause of death to be hydrogen sulfide inhalation. Follow-up testing found the hydrogen sulfide levels to be far above the acceptable limits.

Governing Regulations

The Occupational Safety and Health Act of 1970 created the Occupational Safety and Health Administration (OSHA). OSHA, an agency of the U.S. Department of Labor, is charged with the enforcement of safety and health conditions of workers through the use of regulations published in the Code of Federal Regulations. OSHA standards are published in Title 29 of the Code of Federal Regulations. Part 1910 is reserved for general industry standards.
