Asbestos is a naturally occurring mineral used in products such as pipe insulation, floor tiles, and building materials. It is also found in vehicle brakes and clutches. Asbestos has been a popular construction material because it is low-cost, durable, and resistant to fire, heat, chemicals, and corrosion. For all of its benefits, however, asbestos handling poses numerous health hazards.
Workers exposed to asbestos are at a significant risk of serious health complications, such as lung cancer and mesothelioma, a deadly tumor of the lung or stomach. It is critical that workers receive safety training to understand asbestos exposure risks and how to prevent them.

Governing Regulations
The Occupational Safety and Health Act of 1970 created the Occupational Safety and Health Administration (OSHA). OSHA, an agency of the U.S. Department of Labor, is charged with the enforcement of safety and health conditions of workers through the use of regulations published in the Code of Federal Regulations. OSHA standards are published in Title 29 of the Code of Federal Regulations. Part 1926 is reserved for construction industry standards. OSHA's asbestos standard can be found in 29 CFR 1926.1101 Subpart Z.
Both OSHA and the Environmental Protection Agency (EPA) regulate asbestos exposure. EPA regulations specify control measures and work practices to reduce the release of asbestos into the environment. The OSHA asbestos standard protects workers who handle materials that contain or may potentially contain asbestos.

Employers are responsible for training new personnel before assigning them to tasks that may expose them to hazards such as asbestos. Upon completion of initial safety training, asbestos awareness refresher courses must be provided at least annually.
