Both carriers and shippers must receive proper training as required by the HMR. HAZMAT employees involved in road-based transportation must be trained as required by Part 172 Subpart H, as well as the general compliance and testing for motor carriers covered in Part 177.800.
CASE STUDY No. 2: On February 13th, 1991, a tractor-semi trailer cargo tank overturned on a main highway when the driver lost control of the vehicle in a curve. The vehicle overturned on its side and struck the embankment of a drainage ditch in a dirt field beside the road. The cargo tank, which contained 8,800 gallons of automotive gasoline, landed on a dirt field beside the road, while the rear end of the tank landed on a car parked in the field.
Fifteen minutes later the gasoline ignited a residence, and went on to engulf the overturned cargo tank, the car beneath it, and a second car nearby. Gasoline runoff in the drainage ditch entered the underground drainage system and was also ignited.
In addition to the total loss of the tank truck, its cargo, and the two parked cars, four homes and their contents were heavily destroyed and all the residents within a two-mile-square area were forced to evacuate.

Governing Regulations
Both the Department of Transportation (DOT) and the Occupational Health and Safety Administration (OSHA) require safety training for any workers who may come into contact with hazardous materials.
The requirements for the transportation of hazmat by private, common, and contract motor carriers are found in Part 177, Carriage by Highway, of the HMR and the Federal Motor Carrier Safety Regulations (FMCSR), Parts 300-399. Requirements of Part 177 are in addition to requirements found in Parts 171, 172, 173, 178, and 180 of the HMR.

The DOT requires all hazardous materials employees to complete training within 90 days of hire. Training must be repeated in full at least once every three years to be in compliance with 49 CFR 172.704.
