No other workers were trained in first aid or CPR.

OSHA defines the general first aid requirements for all industries in 29 CFR 1910.151. Construction-specific requirements are listed in 29 CFR 1926.50.
Additionally, MSHA first aid requirements are codified by mine type in 30 CFR 56.18010 (surface mines), 57.18010 (underground mines), 75.1713 (underground coal mines), and 77.1703-1706 (surface coal mines).

MSHA requires miners who work under Part 46 and Part 48 to receive annual retraining. This online training course meets these requirements.
OSHA does not prescribe a recertification schedule. However, the general duty clause in 29 U.S. Code 654 requires every employer to "furnish to each of his employees employment and a place of employment which are free from recognized hazards that are causing or are likely to cause death or serious physical harm." Periodic first aid training reduces the risk of fatal injury.
