Governing Regulations
The air transportation of hazardous materials is regulated by the U.S. Department of Transportation (DOT) in coordination with the Federal Aviation Administration (FAA) and international bodies. These regulations are intended to ensure the safe, compliant, and secure carriage of dangerous goods by aircraft.
Under the DOT’s Hazardous Materials Regulations (HMR), 49 CFR Part 175 outlines specific requirements for the transportation of hazardous materials by air. These rules apply to both domestic and foreign air carriers operating within U.S. airspace. In addition, select provisions from 14 CFR Parts 21, 23, and 91, issued by the FAA, address aircraft certification, airworthiness, and safe operation.
For international shipments or when using commercial air carriers that follow global standards, the International Air Transport Association (IATA) Dangerous Goods Regulations (DGR) provide detailed requirements for the handling and transport of hazardous materials.
This course is designed to fulfill the modal-specific training requirements for air transport of hazardous materials, as required by:
- 49 CFR § 175.20 – Training requirements for hazmat employees involved in air transport
- 49 CFR Part 172, Subpart H – General HAZMAT training requirements for all employees who handle or transport hazardous materials
Key governing regulations include:

- 49 CFR Part 172, Subpart H – HAZMAT Training Requirements
- 14 CFR Parts 21, 23, and 91 – FAA Regulations Related to Aircraft Certification and Operation
