The Mine Safety and Health Administration (MSHA) is responsible for managing health and safety issues at mines. Mining regulations are divided into two parts: underground mining and surface mining. MSHA Part 46 training applies to surface mining, including shell dredging, sand, gravel, surface stone, surface clay, colloidal phosphate, and surface limestone mines.
