Hawaii Revised Statutes Section §321-375 Examination, fee required. States that:

1. No license shall be issued unless the applicant takes an examination as prescribed by the director and receives a passing score or meets the criteria specified in section 321-374(c). No license shall be issued unless all fees required by the director have been paid.
2. The State of Hawaii Department of Health does not conduct tattoo artist license Blood Borne Pathogen (BBP) examinations.
3. The department now contracts with professional testing services to prepare, administer, and grades the examination for blood borne pathogen testing required for licensure as a tattoo artist. For these purposes, the department require applicants to pay the blood borne pathogen certification examination fee directly to the testing service. The tattoo license fee of $75 is paid to the Department of Health.
