Case Study: In the early morning hours of August 7, 2017, the driver of a Honda Civic lost control of his car and drove into a roadway work zone on a major interstate near Atlanta, Georgia. The vehicle hit several workers. One worker was pronounced dead at the scene, and another was evacuated by air to a hospital. He later died. An ambulance carried two other workers to a hospital, where they were treated and later released. The driver of the Honda had to be freed from his crushed vehicle and was also flown to a hospital. Authorities suspect that the driver may have been impaired, possibly under the influence of drugs or alcohol. OSHA fined the employer over $11,000 for serious workplace safety violations related to roadway work zone signage.

Governing Regulations
The Occupational Safety and Health Act of 1970 created the Occupational Safety and Health Administration (OSHA). OSHA, an agency of the U.S. Department of Labor, is charged with the enforcement of safety and health conditions of workers through the use of regulations published in the Code of Federal Regulations. OSHA regulations are published in Title 29 of the Code of Federal Regulations. Part 1926 is designated for construction industry standards.
